A Delhi University student has alleged that she was molested by a gang of drunk goons in Badarpur around 11 pm on 2 May while returning home with her brother. Police said a case has been registered and a 24-year-old man, identified as Rahul Kumar, has been arrested. He works as a housekeeping supervisor at a hospital in Faridabad, they said.

Over two calls related to a quarrel at the Jaitpur circle were received. A woman complainant on the spot stated that she was travelling in an auto-rickshaw with her brother and that on reaching the Jaitpur More, two men riding on a motorcycle came in front of their auto-rickshaw and started arguing.
Chinmoy Biswal, Deputy Commissioner of Police (South East) told PTI

"One of them was drunk and he hurled abuses and misbehaved," the officer told PTI.

An FIR has been been filed under Sections 341 and 354 of the IPC and the case is still being probed, DCP south east Chinmoy Biswal told The Quint.

Police said that the girl's brother was detained as he had picked up a fight with the goons – who allege that they were beaten up and their motorcycle was damaged.

Activists from Centre for Struggling Women (CSW), Pragati Mahila Sangathan (PMS), Krantikari Yuva Sangathan (KYS) as well as students from DU, Jamia and AUD staged a protest outside the Delhi Police Headquarters in ITO on Wednesday.

Activists Demand Action Against Police For Negligence & Connivance

In a joint statement, women’s rights activists have demanded that the Badarpur SHO be immediately suspended and strict action should be taken against him along with the ACP in Badarpur. The organisations alleged that the policemen’s attitude was “insensitive and repeated attempts were made to wind up the case by pressurising the molestation survivor to reach a compromise with the accused.”

Further, it was alleged that the police arrived late at the spot and instead of apprehending the culprits, the survivor and her brother were taken to Badarpur Police Station along with the accused.

Not only was the complaint of the victim not readily filed, but she was made to stay at the station till late night. The Badarpur police even went to the extent of saying that a medical would be done to ascertain whether the complainant and her brother were actually related!
The press release stated

The release went on to add that the survivor was only allowed to go home only when a woman organisation intervened and made a phone call to the Station House Officer (SHO) and ACP Sarita Vihar. Her brother and his friend were kept waiting, while the accused were freely allowed to move in and out of the station.

The Badarpur police also threatened to file a false counter-complaint against the survivor’s brother and his friend for beating the culprits.

A copy of the memorandum stating their demands was submitted to the Delhi Police commissioner and the Delhi Commission for Women (DCW) Chairperson.
