A vacation bench of justices U U Lalit and Deepak Gupta of the apex court found the medical colleges in Bihar, Jharkhand and Uttar Pradesh lacking in medical facilities, Deccan Herald reported.
Finding the colleges unfit for admissions to the MBBS course, the court however, still mulled over granting permission to the colleges as an exception, the report added.
The letters of permission in respect of medical colleges run by the concerned state government have special significance in as much as seats in government medical colleges go purely on merit and at nominal fees.Vacation bench
"Any refusal of letter of permission is bound to reflect in reduction of seats available to meritorious candidates,” the report quoted the bench as saying. However, it stated that guidelines established by MCI need to be “scrupulously observed”.
The apex court has asked the state governments to convey the nature of loopholes, pointed by the Medical Council of India and present a plan of action to rectify the problems along with the capital needed for doing so by 18 June, the daily reported.
The plan also requires them to state the responsibilities that will be delegated to the principal secretary, the in-charge, medical education, as well as chief secretary.
With counselling sessions set to begin from 19 June, the court enquired both the Centre and the medical council on whether these colleges can be run as medical institutions.
