What are you waiting for? Log on to www.du.ac.in and apply IMMEDIATELY. The last date for applying to DU is 7 June 2018, so don’t waste any time, get onto it!
As for course selection, you can keep B.Sc (Hons) in chemistry as your first choice, but we suggest you have at least four or five courses as your preference when you fill up the form. You may choose as per your best of four in class 12, or may choose any other related course, such as botany, zoology, biotechnology, statistics, maths and economics honours.
Once you have applied to DU, you can look at other colleges in the region. Some of the popular colleges offering B.Sc (Hons) in chemistry include:

With a 90.5%, there are chances of getting through to a DU college, but you may have to wait for the 5th or the 6th cut-off list to come out to get admission. And then again, there is no assurance that you will make it to your choice of college either.
So apply to DU and at the same time, apply to other colleges as well, like:
If you are willing to study anywhere in India, we’ll be looking at too wide a geography.
We suggest you to first assess the regions where you will be comfortable studying and living. Then categorise colleges offering B.Sc courses into government and private. Then shortlist colleges that you would be interested in, after checking their previous years’ cut-off marks. And then apply accordingly.

If UPSC is your ultimate goal, then studying BA (Pass) or BA (Hons) is a good option. However, if you are good at any one arts subject (history, political science, geography, social sciences, philosophy, etc), then you can opt for an honors degree in that subject.
The thing about these subjects is that whatever you choose for your BA degree, that same subject can be your main subject of specialisation for UPSC.
While your goal is great, we think you should have a back-up option as well. Just in case your UPSC dreams don’t materialise, at least you’ll have something to fall back on.
As for French, DU does offer part-time foreign language courses that students from any DU college can attend.

Maths is mandatory to study B.Com (Hons). So yes, he is eligible to pursue B.Com (Hons) with the subject combination that you have mentioned.

This approach is wrong. Of all the subjects that you have studied in class 12 (as part of PCB), in which subject have you scored the most? That should be your cue to pursue a course for UG.
Also, you should make that decision based on your skill-set and interest level. You will never be able to excel in something where you have not put your heart.
As far as what courses you are eligible to apply to is concerned, it is too early to predict. Once DU application process is over, then, basis on the number of applications and overall percentage, the colleges will prepare the cut-off list. But since the CBSE percentile has been higher in 2018, you can safely assume that the cut-off’s for DU in 2018 will be a tad bit higher than previous years.
