Is it true?: No, the video was made by an Instagram page called 'Kandha Odysseys Vines' using Artificial Intelligence (AI).
How do we know?: We noticed a watermark reading 'Kandha_Odysseys_Vines' on the video.
Additionally, we saw that the number plate on the blue two wheeler on the video showed garbled text, indicative of AI.
We looked for the account on Instagram and found a page with the same name, which routinely shares AI-generated content.
The page shared this video on 5 August, noting in its caption, "This is AI generated + VFX touched fictional content."
It also carried several hashtags mentioning AI.
The account's bio also mentions that it makes AI-generated content.
Conclusion: An AI-generated video is being shared with the false claim that it shows real visuals of a cloudburst in Uttarakhand.
