Claim by Amit Shah About ‘No Violence’ in Manipur in Last Four Months Misleading

We found at least seven instances of death between December and March, making Shah's claim misleading.

On 3 April, during a parliament session to discuss the Statutory Resolution regarding the President's Rule in Manipur, Union Home Minister Amit Shah claimed that there had been ‘no violence’ in the state for four months, between December 2024 and March 2025. 

Here is his what he said: 

“They said that there should be immediate peace, immediate efforts should be made for rehabilitation, a judicial inquiry should be conducted into the cases, and the suffering of the victims should be reduced. The loss suffered by them should be looked into. Sir, there has been no violence there since December, January, February and March, for four months. As far as the camps are concerned, arrangements for food, medicines, and medical facilities, all this has already been ensured.”

Is the claim true?: No, the claim is misleading. We found seven instances of deaths in the state since December in Manipur.

What we found: We ran specific keyword searches (month-wise) to find information on whether there had been any violence between December 2024 and March.

We found news articles about incidents involving at least seven deaths (excluding one death by suicide at a relief camp) between the said months, which were reported by the media. Here's what we found:

December 2024

Bihar migrant labourers shot: On 14 December 2024, two teenage migrant labourers from Bihar were reportedly shot dead in the Meitei-dominated Kakching district of Manipur.

• The incident took place when the victims, Sunalal Kumar (18) and Dasharat Kumar (17), were returning from work, reported India Today.

February 2025

CRPF Fratricide: On 13 February, a Central Reserve Police Force (CRPF) personnel opened fire at a CRPF camp in Manipur, killing two of his colleagues and injuring eight others before taking his own life in Imphal West District, reported The Hindu. 

• Manipur police posted about this incident on their official X page, as well. 

March 2025

Free Movement Clashes: On 8 March, violence erupted in the Kangpokpi district during a "free movement" plan in Manipur, which resulted in one death and multiple injuries.

• The initiative aimed to restore unrestricted travel amid ethnic tensions between the Meitei and Kuki-Zo communities.

• The deceased, Lalgun Singsit ,was part of a group that had clashed with security forces while trying to prevent the movement of a bus from the Meitei-majority valley through the Kuki-Zo majority district, reported the Indian Express. 

• A journalist based in Manipur also told The Quint about this incident when asked about the claim made by Shah.

Tribal clash: The Scroll reported that ​on 19 March, fresh clashes between the Hmar and Zomi tribal communities in Manipur's Churachandpur district resulted in the death of one person identified as Lalropui Pakhumate.

• The violence reportedly erupted when some Hmar individuals opposed a Zomi group who were hoisting their community's flag.
