The Winter Session of Parliament entered its eighth day on Wednesday, 8 December. Proceedings in both the Houses began at 11 am, amid protests and slogans by the Opposition over the suspension of 12 Rajya Sabha MPs.

The Rajya Sabha and the Lok Sabha have been adjourned until 11 am on Thursday. The entire Opposition, with the exception of the Telegu Desam Partu, boycotted the proceedings of the Rajya Sabha on Wednesday.

The Upper House passed the The Assisted Reproductive Technology (Regulation) Bill, 2020, and the Surrogacy (Regulation) Bill 2020 on Wednesday, despite the boycott.

The stormy session of the Parliament has witnessed protests by the Opposition over issues such as the farmers' protests, the recent civilian killings in Nagaland by the armed forces, and the suspension of 12 Rajya Sabha MPs for their protests during the Monsoon Session.

  • Prime Minister Narendra Modi held a meeting with senior ministers in Parliament, including Union Ministers Rajnath Singh, Pralhad Joshi, and Nirmala Sitharaman, among others.

  • The High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2021, was passed by the Lok Sabha.

  • Congress chief Sonia Gandhi addressed the party parliamentary meet on Wednesday, and stressed that, "Government regret over Nagaland incident is not enough, credible steps be taken to prevent recurrence of such tragedies."

Defence Minister to Make Statement on IAF Chopper Crash in Parliament Tomorrow

Defence Minister Rajnath Singh on Thursday is expected to make a statement on the IAF helicopter crash in Tamil Nadu, which led to the death of Chief of Defence Staff Bipin Rawat and 12 others on Wednesday, in both the Houses of Parliament.

Lok Sabha Adjourned Till Tomorrow

The Lok Sabha has been adjourned till 11 am on Thursday.

Opposition Leaders to Meet on Thursday, Strategise for Parliament

A meeting of Oppostion leaders will be held on Thursday at LoP Rajya Sabha Mallikarjun Kharge's office in the Parliament, in order to decide the strategy for the Floor of the House, ANI reported.

Assisted Reproductive Technology (Regulation) Bill, Surrogacy Bill Passed in RS

The Rajya Sabha on Wednesday passed The Assisted Reproductive Technology (Regulation) Bill, 2020, and the Surrogacy (Regulation) Bill 2020.

The Assisted Reproductive Technology (ART) Regulation Bill seeks to set standards and codes of conduct for fertility clinics and sperm banks in the country.

Rajya Sabha Adjourned Till Thursday

Rajya Sabha discussed the Assisted Reproductive Technology (Regulation) Bill, 2021, and was later adjourned till Thursday, 11 am.

High Court and Supreme Court Judges Amendment Bill, 2021 Passed

Lok Sabha passed the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2021. The bill seeks to bring clarity concerning the date of eligibility of additional quantum of pension to a retired judge.

'Everybody Has the Right to Protest': LoP Kharge

Leader of Opposition in Rajya Sabha Mallikarjun Kharge said while protesting along with the suspended MPs, "Nobody has committed any mistake or violated rules. Everybody has the right to protest. They (BJP) did it during (Arun) Jaitley’s time, justifying disruption as a part of democracy. Out of 12 (suspended) MPs, none threw papers or broke mic."

He added, "We have been continuously putting forth our views in the House regarding the revocation of suspension of our MPs and we have requested the Chairman several times that we are not at fault, still, we have been punished. I have also said that the suspension is against the rules."

Further, Kharge claimed that the suspension is against Article 85 of the Constitution.

"We don't want the House to function like this, but they are forcing us so that the House doesn't function and no issues are raised, be it of farmers, Pegasus, inflation, fuel prices, Nagaland," Kharge said.

Rajya Sabha Adjourned Till 2 PM

At the end of the question hour, Rajya Sabha was adjourned till 2 pm.

12 Suspended MPs Continue Protest at Gandhi Statue

The 12 suspended Rajya Sabha MPs continued their protest against their suspension, at the Gandhi Statue in Parliament premises.

Samajwadi Party (SP) MP Jaya Bachchan, Congress MP P Chidambaram and Trinamool Congress (TMC) MP Sushmita Dev also joined them briefly.

‘Will Take Back Suspension, if They Apologise’: Min Pralhad Joshi

Parliamentary Affairs Minister Pralhad Joshi, speaking on the suspension of the 12 MPs reiterated on Wednesday, "Even yesterday, I said that we are ready to take back suspension (of 12 MPs) if they are ready to apologize. Once again, I request them to tender apology because they have committed a grave mistake."

Rajya Sabha Adjourned Till 12 Noon

Rajya Sabha proceedings were adjourned till 12 noon amid Opposition protest over suspension of 12 MPs.

Congress MP Manish Tewari gave an adjournment motion notice in Lok Sabha to discuss Sino-Bhutan MoU on three-step resolution of boundary disputes, that he said, could lead to the transfer of strategically important territory of Doklam being transferred to China.

Nagaland Civilian Killings: NPF MP Gives Adjournment Motion Notice

Naga People's Front MP KG Kenye gave a suspension of business notice in Rajya Sabha under Rule 267 to discuss the death of civilians in Nagaland in an anti-insurgency operation that went awry.

He said in the RS, 'As long as Armed Forces (Special Powers) Act (AFSPA) is there, will be used with impunity."
