Nirbhaya’s parents have moved the National Human Rights Commission (NHRC) saying that the juvenile offender in the rape and murder of their daughter, continues to be a threat to society. The juvenile rapist will be released on December 15.

In their petition, the parents said the juvenile should be still kept under watch. An NHRC statement said, “The parents stated that the rate of (his) recidivism (tendency to commit crimes again) is fairly high.”

Perturbed over the juvenile’s imminent release, the parents asked the NHRC to recommend that the government prepare a plan to protect citizens from delinquent juveniles after their release. They have also asked for strengthening of the law on the subject.

NHRC has issued notices to the Centre and the Delhi government on the complaint.

In an earlier interview with The Quint, Nirbhaya’s mother had demanded that the juvenile’s identity be revealed.
