US Mulls Increasing Merit-Based Immigration to 57%

The Trump administration is proposing a nearly five-fold increase in merit-based legal immigration and half those based on family and humanitarian system, in an effort to overhaul the outdated system.

Senior presidential adviser Jared Kushner, who is also the son-in-law of United States President Donald Trump, said having an immigration policy that would attract talented and meritorious people from across the world would create over $500 billion in tax revenues over 10 years.

"It brings in a lot of people that are paying into the social safety nets. Not people who are coming in and then immediately taking from the social safety nets, which right now have to support Americans who are currently citizens," Kushner told the cabinet during a meeting at the White House.

Ebola Outbreak in Congo Declared a Global Health Emergency

The deadly Ebola outbreak in Congo is now an international health emergency, the World Health Organization has announced after the virus spread this week to a city of 2 million people.

A WHO expert committee declined on three previous occasions to advise the United Nations health agency to make the declaration for this outbreak, even though other experts say it has long met the conditions.

More than 1,600 people have died since August in the second-deadliest Ebola outbreak in history, which is unfolding in a region described as a war zone. A declaration of a global health emergency often brings greater international attention and aid, along with concerns that nervous governments might overreact with border closures.
