Governor’s Report on Arunachal Pradesh Slams State Government

The Supreme Court, on Wednesday, issued a notice to the central government on a plea challenging the imposition of President’s rule in Arunachal Pradesh on 26 January. The court has also sought a report on the reasons behind imposing President’s rule in the state.

  • Governors letters/references to Chief Minister on public matters were ignored.
  • Raj Bhavan premises were under seize by supporters of CM and speaker.
  • The Governor was publicly insulted, humiliated and gheraoed by supporters of the present government.
  • Reports indicate involvement of ruling parties with outlawed outfit Nationalist Socialist Council of Nagaland (NSCN).

The report also highlighted that as per article 174 there should not be a gap of more than six months between two legislative assemblies. The report listed two scenarios:

  • 1. If the assembly session on 16th December was accepted, then the current government was proved in minority.
  • 2. If the 16th December assembly is not accepted, there is a clear violation of article 174, with six months ending on 21st January 2016.

In both cases, the report suggested, the state was heading for a constitutional crisis.

Earlier, the President of India, Pranab Mukherjee, accepted union ministry’s recommendation to impose president’s rule in Arunachal Pradesh on 26th January.
