Islamic State claimed responsibility for the explosion where a man blew himself up on Sunday outside a crowded music festival, killing at least one person and injuring 10 others near the German city of Nuremberg on Sunday.
A 27-year-old Syrian man who was denied asylum in Germany a year ago was responsible for the attacks.
It was the fourth violent incident in Germany in a week and came as the country was still on edge after the killing of nine people by an 18-year-old Iranian-German gunman in Munich on Friday.
The blast in the town of Ansbach prompted the evacuation of more than 2,000 people from a nearby music festival, authorities said.
Police offered no immediate details on the individuals killed or those injured but said the explosion occured inside a restaurant, according to local media.
Herrmann said the Syrian asylum seeker arrived in Germany two years ago and had been in trouble with local police repeatedly for drug-taking and other offences.
