Both courses are incomparable as both the fields are completely different. Honestly, you need to evaluate what you want to do, on the basis of your interest and skill set.
With an honours degree in English, you can work in creative fields like content writing, teaching, journalism & mass communication (after a PG degree in the field), law (at PG level), social work, consultant, SSC etc.
With B.Sc in Agriculture, you can also get a job in the banking sector or appear for UPSC exams and become a gazetted officer.
In addition, government jobs like District Cane Officer, Assistant Conservator, Indian Farmers Fertilizer Cooperative Limited etc are also available.
You can also pursue Master of Science (M.Sc) in a number of agricultural field related subjects like plant Pathology, Entomology, extension through ICAR (which offers scholarships)

To get admission into a ‘decent’ DU college, you will have to wait a while. Looking at DU’s cut-offs in the last two years, there are chances that you may have to wait till the 5th or 6th cut-off list to stand a chance of getting admission.
We will suggest you to apply to DU and take the chance, but as a safe bet, do apply to the best B.Com colleges in Kolkata as well.

You can’t possibly pursue all three. Here’s the approach we think you should take. Of the subjects you’ve mentioned, in which subject did you score the most? That can be your first choice/preference for UG program. Then second, then third.
Or amongst these subjects, which one do you like studying and have an interest in? Prioritise the subjects accordingly and that will give you direction on which one you should follow, because clearly you excel in it.

The minimum cut-off for admission to BCA (Bachelors in Computer Application) in DU is minimum 60% in Class 12 exam with maths. But as you know, the CBSE percentage in 2018 has been very high, so the chances of getting into BCA in DU are meager.

If your ultimate aim is to join the IAS, then we will suggest you to pursue your B.Tech. See, you can appear for UPSC after both – BCA and B.Tech, but the volume of contenders appearing for UPSC with a B.Tech background is far less than that of BCA. Your chances of making it through UPSC will be more, if the competition is less.
Besides, with a B.Tech degree, you can appear for not just the civil services exam, but also for the Engineering Services Exam (ESE)!

Sorry to say, but Mathematics in Class 12 is necessary to study Economics (Hons) in DU. All you need is a qualifying score in Mathematics, but it is mandatory. However, Mathematics is not mandatory to study Economics in private colleges like Galgotias University etc.
But honestly, why do you want to pursue a subject that is near about impossible to find? Opt for any other humanities subject from DU! You can even go for a professional course like graphic design, journalism etc.
