Prime Minister Narendra Modi addressed the BRICS-BIMSTEC outreach summit and directly attacked Pakistan by saying:
There are vast opportunities for P2P and cultural exchanges between our countries. Exchanges in tourism, education and media are of great long-term benefit. Unfortunately one country in India’s neighbourhood embraces and radiates darkness of terrorism. Terrorism has become it’s favourite child.
After PM Modi’s address at the BIMSTEC outreach summit, the following leaders addressed the gathering:
- Prime Minister of Nepal Kamal Nath Dahal
- Prime Minister of Bangladesh, Sheikh Hasina
- Prime Minster of Bhutan Tshering Tobgay
- Foreign Minister of Myanmar Aung San Suu Kyi
- President of Sri Lanka Maithripala Sirisena

Briefing the media after the BRICS countries adopted the Goa declaration with a vision of cooperation between BRICS, Modi said:
We agreed that those who nurture, shelter, support and sponsor forces of violence and terror are as much a threat to us as terrorists themselves.
He also welcomed the early enforcement of the Paris Climate Change agreement which India ratified on Mahatma Gandhi’s birth anniversary.
During the summit, the member nations agreed to establish BRICS Agri Research Platform, Railway Research Network, Sports Council, among other “youth-centric fora”.
