No ‘Silver Bullet’ Solution: Rajnath Singh on Anti-Naxal Strategy

In a meeting with chief ministers of ten Maoist-affected states on Monday, Home Minister Rajnath Singh said that the Naxal issue cannot be dealt with following a “silver bullet” solution.

The need of the hour is short, medium and long-term solutions. The problem cannot be dealt with through a silver bullet solution (that is, a quick and easy solution).

Speaking exactly two weeks after the Maoist attack in Sukma, Chhattisgarh that claimed the lives of 25 CRPF personnel, Singh underlined a revamped strategy against Left Wing Extremist (LWE) by coming up with the acronym SAMADHAN – standing for smart leadership (S); aggressive strategy (A); motivation and training (M); actionable intelligence (A); dashboard-based key results area (D); harnessing technology (H), action plan (A); and no access to financing (N).

Apart from the chief ministers of ten states, the meeting was also attended by Minister of State (Home) Kiren Rijiju and National Security Adviser Ajit Doval, along with district magistrates and superintendents of police belonging to 35 districts worst hit by Maoist violence.

Along with urging that the anti-Naxal operations should be “more imaginative”, Singh also underlined the need for states “to take ownership of LWE operations and CAPFs (central armed paramilitary forces) actively cooperating with them”.

The forces on the ground level should not lack leadership. Unity of purpose and unity of action are for success of operations

Notably, Singh stressed on the use of various technologies, including unique identification numbers and biometrics in weapons, along with Unmanned Aerial Vehicles (UAV), in anti-Naxal operations.

The meeting also comes on the backdrop of the transfer of the CRPF strategic command headquarters from Kolkata to Chhattisgarh.
