1. CBI Will Probe Ryan Boy's Murder, Says Haryana CM

Haryana Chief Minister Manohar Lal Khattar said on Friday said he had full faith in the police but went ahead and announced a CBI investigation into the murder of seven-year-old Pradhyumn Thakur inside a Gurgaon branch of Ryan International School on 8 September.

The CM made the announcement while meeting Pradhyumn's parents at their home, a week after the boy was murdered in the washroom of the school's Bhondsi campus. This means the police will no longer file their chargesheet in the case.

"It was an extremely unfortunate incident. I have come to meet the family and express my grief," Khattar said at the Thakurs' Shyam Kunj residence. Meanwhile, Ryan group founder AF Pinto, his wife Grace and son Ryan moved the Punjab and Haryana high court in Chandigarh for pre-arrest bail. Hearing is likely to take place next week.

2. I Have Arrived in Politics, Says Kamal Haasan

Actor Kamal Haasan on Friday said he had already arrived in politics and to ask whether he would enter politics or not was irrelevant.

“You should not have asked the question after listening to me discussing politics on the dais (Yaathum Tamizhe, organised by The Hindu Tamil) since 6 pm. Have we spared anyone?” he said in response to a question from a reader. He, however, ruled out picking any particular day for launching a political party. “It should be decided without any hurry,” he said. “It should not be on my birthday since it is my birthday. It may coincide with a revolution.”

When a member of the audience asked whether it would be September 17, the actor quipped he would decide the year.

3. NHRC to Oppose Govt's Deportation Plan for Rohingyas

The National Human Rights Commission (NHRC) will oppose the government's plans to deport 40,000-odd Rohingya Muslim refugees living illegally in the country, when the Centre submits its affidavit on the issue in the Supreme Court on Monday. The rights body will plead against their deportation on “humanitarian grounds” and for fear of persecution if they are sent back.

The ministry of home affairs (MHA) is set to file the affidavit on deportation of Rohingyas whose stay has been termed as "illegal, a security threat and strain on India's resources". NHRC chairperson and former CJI Justice H L Dattu told TOI, "We will intervene in the matter on human grounds. We are a human rights body and if these persons (Rohingyas) are deported back to their country, we see it as a violation of human rights."

4. Pro-Gorkhaland Men Attack School Vehicle

Pro-Gorkhaland supporters on Friday targeted a hospital-bound school vehicle carrying a 15-year-old Thai boy suspected to be suffering from dengue in Kalimpong.

St Augustine's School authorities decided to send Rachata Buriwong to a nearby hospital, about 4km away at Eighth Mile on LB Road, in an SUV as he was too weak to walk. The picketeers stopped the vehicle at Kalimpong's Dambar Chowk, pelted it with stones, smashing the windshield, and then forced the driver to turn back to the school.

Police arrested Kalimpong Municipality Gorkha Janmukti Morcha commissioner Bimala Chhetri and 14 other protesters. "This prompted GJM protesters to attack police at Motor Stand which led to police retaliation with batons and tear gas. "The vehicle was some distance from the hospital with the sick child but still no one showed any mercy. We have complained to the superintendent of police, the district magistrate and the MLA," principal of the school, Father Gerard Lepcha said.

5. ‘Rahul Gandhi's Elevation to Congress Prez Through Internal Election Next Month’

Senior Congress leader M Veerappa Moily on Friday said Rahul Gandhi would like to emerge as the party president through an internal election process, and hinted that he may assume the charge as early as next month.

The Gandhi scion had recently said that he was “absolutely ready” to take up an executive responsibility if the party asked him to do so. The former Union minister said that Rahul’s taking over would be a game-changer for the party. “He (Rahul) should immediately take over as Congress president. That’s good for the party, good for the country,” Moily told reporters.

“Everybody (in Congress) feels it is (his elevation) delayed. Now, he (Rahul) is waiting for organisation elections. He would like to emerge as the president of AICC only out of the election process,” he said. The internal election process in states is expected to be completed this month, which would be followed by the one at the AICC level, the former chief minister of Karnataka said.

6. Aircel-Maxis Deal: Stop Badgering Karti, Question Me Instead, Says P Chidambaram

Congress leader P Chidambaram on Friday said that instead of badgering his son Karti, the Central Bureau of Investigation (CBI) should pose questions to him. Chidambaram also charged the Bureau for spreading wrong information. Karti is currently undergoing a CBI probe in the Aircel-Maxis case.

“In Aircel-Maxis, FIPB recommended and I approved minutes. CBI should question me and not harass Karti Chidambaram,” Chidambaram said in a series of tweets, adding, “Sad CBI spreading misinformation. In Aircel-Maxis, FIPB officials have recorded statements before CBI that approval given was valid.”

The probe agency had summoned Karti for questioning on Thursday with regard to the go-ahead given to foreign funding in the deal between Aircel and Maxis when P Chidambaram was the finance minister under the UPA government.

7. Who Will Be the New LeT Commander? A Kashmiri Face Likely This Time

Pakistan-based militant group Lashkar-e-Taiba (LeT), which on Thursday lost one of its commanders in an encounter, will likely choose a Kashmiri face to head the group in south Kashmir, suggest latest intelligence reports.

According to sources in J-K police as well as the CRPF, 28-year-old Zeenat-ul-Islam is most likely to be made the LeT commander in Kashmir. On Thursday, Abu Ismail believed to be behind the Amarnath Yatra attack this year, was killed in an encounter with security forces in the outskirts of Srinagar. While officials are yet to confirm that Zeenat has taken Ismail’s place, sources in security forces said the 28-year-old is the most likely probable.

A resident of Sugan Zanipura in south Kashmir’s Shopian area, Zeenat joined Al-Badar militant outfit in 2015 and has over the last two years become an expert with improvised explosive devices (IEDs).

8. Pehlu Khan's Family Wants Supreme Court to Order Fresh Murder Probe

Haryana dairy farmer Pehlu Khan’s family wants the case on his murder shifted out of the Rajasthan after six accused named by Khan got clean chit from the state police.

The family’s quest for justice has now brought them to the national capital. Khan’s eldest son Irshad told reporters here on Friday that they have no faith felt in the CID, Crime Branch of the Rajasthan police and wants the Supreme Court to order a fresh probe into the ruthless murder of his father.

“People who are accused are threatening us regularly. We are living in a miserable situation. The local Police are not helping us,” Irshad said as his mother Jebuna looked in despair.

Khan’s widow, her two children and two brothers-in-law came to Delhi two days after Hindustan Times reported that the six accused, named by Khan in his dying statement, got a clean chit from the state police.

9. Provide Relief in Cases of Unnatural Jail Death, SC Tells Centre, States

The Supreme Court on Friday directed the Chief Justices of all High Courts to suo motu register petitions to identify the kin of prisoners who died unnatural deaths from 2012 and order the States to award them compensation.

“It is important for the Centre and State governments to realise that persons who suffer an unnatural death in a prison are also victims – sometimes of a crime and sometimes of negligence and apathy or both. There is no reason at all to exclude their kin from receiving compensation only because the victim is a criminal,” a Bench of Justices Madan B Lokur and Dipak Gupta observed.

Normally, the National and States Human Rights Commissions decide and award compensations in cases of custodial torture, deaths, etc. However, compliance by State governments is low as these commissions do not exercise any power of contempt.
