Congress’ Telangana Manifesto trending last week after sections of the media reported that the party has promised ‘Muslim-only schemes’.

The reports however, were misleading as The Quint found. The confusion arose after media platforms reported on one part of the manifesto which was a separate section on minorities. Several of the schemes highlighted by media outlets as 'Muslim-only', are actually in the manifesto for all communities, or at least for communities from other backward groups as well.

But, the storm has refused to die down and now the misleading claims have been relayed by none other than BJP President Amit Shah, in an election rally in poll-bound Telangana.

CLAIM

On 2 December, at a public meeting in Narayanpet in Telangana, Shah accused the Congress of ‘minority appeasement’ by highlighting five promises made in the Congress’ manifesto. Incidentally, all of these five schemes were also portrayed by media platforms as ‘Muslim-only’.

TRUE OR FALSE

As mentioned above, these schemes are definitely not ‘Muslim-only’. The Quint, has access to the manifesto of the Congress for Telangana, which confirms the same.

WHAT WE FOUND OUT?

In this video uploaded by the official YouTube channel of BJP, Shah can be seen making the claims from the 13 min 52 sec mark onward.

Here is a point-by-point counter of what Shah said and the what the manifesto promises:

CLAIM 1: Shah says, “कांग्रेस पार्टी गवर्मेंट कॉन्ट्रेक्ट में माइनोरिटी रिजर्वेशन देने की बात करती है” | (Congress promises to provide minority reservation in government contracts.)

WHAT THE MANIFESTO SAYS:

While the manifesto does promise reservation to minorities, there are other sections too, who have been promised the same.

CLAIM 2: The BJP President then goes on to say, “मित्रों ये कहते है कांग्रेस पार्टी कहती है मस्जिद और चर्च का लाइट बिल तेलंगाना गवर्नमेंट भरेगी| उसमे हमे कोई आपत्ति नहीं है मगर मंदिरों का क्यों नहीं भरोगे भाई? मंदिरों का भी भरना चाहिए या नहीं बहाना चाहिए? (Friends, this Congress party says that Telangana government will pay the electricity bill of mosques and churches. We do not oppose this but why will they not pay for temples? Should electricity bills of temples be paid or not?)”

CLAIM 3: Shah claims that Congress has promised separate recruitment of Urdu teachers: “मित्रों मैं कहना चाहता हूँ वो कहते है उर्दू जानते है ऐसे टीचरों को अलग से भर्ती करेंगे| तो तेलुगु बोलने वाले टीचर कहा जायेंगे? तेलुगु लिखने पड़ने वाले टीचर कहा जायेंगे? (Friends, I want to say that they [Congress] wish to separately recruit Urdu-speaking teachers. Then where will the Telugu-speaking teachers go? What will happen to teachers who read and write in Telugu?)”

CLAIM 4: The next claim Shah made was about scholarships to minorities: “मित्रों वो २० लाख रूपया माइनॉरिटी के स्टूडेंट्स को देंगे| मैं पूछना चाहता हु पिछड़ा समाज का ओबीसी समाज का गरब बच्चा जिसके पास पड़ने के लिए पैसे नहीं है, उसको पैसे मिलने चाहिए या नहीं मिलने चाहिए? (Friends, they [Congress] will give Rs 20 lakh to minority students. I want to ask if OBCs, backward sections of the society who have no money to study should be given money or not?)

CLAIM 5: Another claim made by Amit Shah was targeted at Congress allegedly promising ‘hospitals for minorities’. He said, “माइनॉरिटी के लिए अलग अस्पताल बनाने की बात करते है| मैं पूछना चाहता हु राहुल गाँधी को जो गरीब तेलंगाना माइनॉरिटी कम्युनिटी में नहीं है उनका दोष क्या? (They [Congress] talk about building separate hospitals for minorities. I want to ask Rahul Gandhi what about the poor who do not come under Telangana minority community?)
