BJP President Amit Shah was all smiles as the the Rajya Sabha on Monday unanimously passed the Constitution (One Hundred and Twenty-third Amendment) Bill as passed by the Lok Sabha to give a constitutional status to the National Commission for Backward Classes.

Shah lauded the BJP and PM Modi’s efforts and the work they have done.

The government under PM Modi has been working since the day they came to power to uplift Dalits, tribes, farmers and other minorities. And today, with the passing of the Bill PM Modi has given constitutional rights to crores of citizens from backward classes.

But Congress leader Mallikarjun Kharge hit back at the party with some words of his own.

Elections are due in 7-8 months. Keeping that in mind, he (Modi) has introduced the Bill. On the other hand, maybe his party people have also alarmed him about a repetition of the Dalit protests so that it doesn’t happen again. I support this decision.

Amit Shah claimed that no one has paid heed to the minorities since the Kakasaheb Kelkar Commission in 1955 and since then the minorities have been dying to get constitutional rights.

But Kharge opposed him claiming that Congress has been working for a long time for the upliftment of minorities.

Ambedkar had talked about the abolition of untouchability in Article 17 of the Constitution. Later on, in order to abolish untouchability and untouchability related offences, he introduced an Act in 1955. The protection of civil rights act was amended by Indira Gandhi on recommendations given by the Ilaya Perumal Committee report. On 11 September 1989, Rajiv Gandhi introduced the Scheduled Cast and Scheduled Tribes Act.
