1. HC Pulls Up State Over Egg Procurement

The Madras High Court on Thursday held as “capricious, perverse and arbitrary,” a decision taken by the state government in August last year to stop calling for a state-level single tender to procure eggs required for the noon meal scheme implemented in schools, and instead go for a zone-wise tender by dividing the state into six zones.

Justice R Mahadevan allowed a batch of writ petitions filed against the decision and said: “Every activity of the government has a public element in it and it must therefore be informed with reason and guided by public interest. The government cannot act arbitrarily and without reason. If it does, its action would be liable to be invalidated.” Tracing the history of noon meal schemes, the judge said, it was first introduced by the Madras Corporation in 1925 before being followed by the Pondicherry government during the French administration in 1930.

2. Eleven Bonded Labourers Rescued from Brick Kilns in Kancheepuram

A total of 11 bonded labourers including five kids were rescued on Wednesday from the brick kilns at Paalur in Kancheepuram district. According to the revenue officials, a complaint was received from one of the workers, who escaped from the clutches of the owners and brought the issue to the attention of the Collectorate officials.

Consequently, a surprise raid was conducted by Chengalpet Revenue District Officer D Muthuvadivel at the brick kilns and 11 bonded labourers were rescued and brought to the Collectorate. The revenue officials also said that two families hailing from Vengai village near Dindivanam, who had to repay their debts, were brought by the owner Sathish to work in the brick kilns. All the rescued were provided with the release certificates by the revenue officials. The police have registered a case against Sathish who is on the run, said Raja.

3. AIADMK Making Efforts to Bring in DMDK Into Alliance

The All India Anna Dravida Munnetra Kazhagam (AIADMK) on Thursday continued its efforts to rope in actor Vijayakant’s Desiya Murpokku Dravida Kazhagam (DMDK) as an ally for the Lok Sabha polls. Sources in the ruling party said their offer of three Lok Sabha seats to the DMDK still stands and there was “no change” in this regard, but it was hopeful of succeeding in its attempt to win over the actor.

On Thursday evening, sections of the electronic media carried reports that the DMDK had been allotted five seats. Originally, the task of bringing in the DMDK to the front, led by the AIADMK, was given to the the Bharatiya Janata Party (BJP). But even after Union Minister and BJP’s points man for Tamil Nadu, Piyush Goyal, called on the DMDK founder Vijayakant and other senior leaders of the party on Tuesday evening, the latter was not convinced of the offer made by the BJP.

4. No Room for Nursing Mothers in Chennai

“Six months after having my first child, I was to rejoin work at Saidapet in January 2019. I was in for a shock when I found the breastfeeding room at Saidapet terminus locked. Nobody knew who had the key and the commuters waiting at the terminus told me the feeding room was always locked. I used to sit in the washroom, pump milk for my child into a feeding bottle and feed him. However, I was unable to manage and had to quit my job within 10 days,” said MN Shanthi, a new mother from Chromepet.

Similar is the plight of numerous lactating mothers dependent on the feeding rooms at various bus termini in the city. When CE visited a few feeding rooms at bus stands, even those that have high patronage including Thiruvanmiyur, Broadway, Vadapalani and Saidapet were in a state of apathy.

5. Action Soon for Violation of Ban on Banners

Following the order of the High Court Bench on December 19, the Chennai Corporation has stopped giving permission for digital banners and placards in all the 15 zones of the city.

The Chennai Corporation will initiate action against 212 violators of the ban on digital banners and placards, said Corporation Commissioner G Prakash. Speaking at an all-party meeting on digital banners and placards, Mr.Prakash said there was a ban on installation of digital banners and placards because of an order of the High Court Bench on 19 December 2018.

As many as 485 banners have been erected in the city after the ban and Corporation officials have filed complaints with the police against 212 violators including political party representatives. Chennai Corporation has been permitting the installation of digital banners and placards after accepting Rs. 250 for each of the banners with no objection certificates from the police and owner of the property.
