Provide Security to Kashmiris: Centre to States after SC Direction

The SC asked nodal officers to take steps to prevent acts of intimidation, threats, assault, social boycott, etc.

The Centre on Friday, 22 February, asked all states to ensure security of people belonging to Jammu and Kashmir, amid reports that some of them were attacked in different parts of the country in the wake of the Pulwama terror attack.

This was conveyed by the Home Ministry in an advisory to all states following a directive of the Supreme Court, which took up a petition in this regard.

The state governments and Union Territory administrations and the nodal officers appointed by them are once again advised to take all necessary steps to prevent any act of assault, threat, intimidation, social boycott, among other things against Kashmiris, including students as well as minorities in accordance with the order of the Supreme Court, the advisory sent to all state government said.

The home ministry also said the central government is concerned at the reports of incidents of assaults and harassment against residents of Jammu and Kashmir, especially students in some parts of the country.

Take Prompt Action to Prevent Incidents of Assault: SC

The Supreme Court on Friday, 22 February, issued a notice to the Centre and 11 states for their response on a plea that sought its intervention to prevent alleged attacks on Kashmiri students in the aftermath of the Pulwama terror attack.

The top court directed chief secretaries and DGPs of 11 states to take "prompt" and necessary action to prevent incidents of threat, assault and social boycott of Kashmiris.

“The chief secretaries, the DGPs and the Delhi Police Commissioner are directed to take prompt and necessary action to prevent incidents of threat, assault, social boycott, etc, against Kashmiris and other minorities.”

The bench comprising Chief Justice Ranjan Gogoi and Justice Sanjiv Khanna also directed that police officers, who were earlier appointed as nodal officers to deal with incidents of mob lynchings, would now be responsible for cases of alleged assault on Kashmiris.

SC asked the Home Ministry to give wide publicity to nodal officers, so that they can be approached by those facing such incidents.

The Supreme Court had earlier agreed to hear the PIL seeking a direction to authorities to protect Kashmiri students, who are allegedly being attacked across the country in the aftermath of the Pulwama terror strike.

A bench, comprising Chief Justice Ranjan Gogoi and Justices LN Rao and Sanjiv Khanna, on Thursday, had taken note of senior advocate Colin Gonsalves' submission that the plea needed to be heard urgently as it relates to the safety and security of students.

The bench, which had refused to list the plea for hearing on Thursday, however, assured Gonsalves that it will be listed for consideration on Friday.

The plea alleged that students from Kashmir Valley are being attacked at different educational institutions across the country after the Pulwama terror attack and authorities concerned should be directed to take actions to stop such assaults.

Forty CRPF personnel were killed in south Kashmir's Pulwama district on 14 February, in a terror attack allegedly carried out by banned terror outfit Jaish-e-Mohammed.
