PMKVY Scheme Trains 30 Lakh, but Less Than 3 Lakh Get Job Offers

The Centre now plans to divert attention to district-level schemes for better results in the short-term

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY), aimed at providing skills to people to generate employment, is apparently falling far short of what it promised. Until the first week of July 2017, data from the scheme accessed by The Indian Express shows that of 30.67 lakh candidates, who are enlisted under the scheme, less than a tenth, ie 2.9 lakh candidates, have been placed or have received placement offers.

With the scheme not yielding its desired results, the Centre now plans to divert attention to district-level schemes for better results in the short-term, reported The Indian Express. When the PMKVY was relaunched in October 2016, placement tracking was made mandatory. Training providers are therefore obligated to report unemployment data under the scheme.

Realising the shortcomings in the scheme due to lack of quality training and other factors, the Centre’s focus will now be shifted to greater involvement of the states, roping in district collectors to oversee the smooth working of the scheme at the district level.

According to The Indian Express, the Ministry of Skill Development and Entrepreneurship is undertaking a survey to ascertain the unique requirements of each district.

A ministry official said industry will be involved in a “massive manner”, with greater focus on the MSME (Ministry of Micro, Small & Medium Enterprises) sector.

We plan to follow a cluster-based model such as training candidates in a group in a specific region. They can do basic training, the cost of which will be borne by the government.
