The horrific incident comes four days after the Madhya Pradesh Assembly passed a bill awarding the death penalty to those found guilty of raping girls aged 12 and below. The bill will go to the President of India for its final approval.

“People who rape innocent 12-year-old girls are not humans, but devils. Such people have no right to live,” Chief Minister Shivraj Singh Chauhan said after the bill was cleared.

Rape incidents and crimes against minors have seen a sharp increase in the central state, including instances being reported from the capital Bhopal. On 8 November, a gangrape of a 12-year-old by four men was reported in Bhopal, after which the minor was left pregnant.

Before that, on 31 December 2016, a 19-year-old UPSC aspirant was allegedly raped when she was returning home from a coaching institute in Bhopal.

A National Crime Records Bureau (NCRB) report released on 30 November shows that Madhya Pradesh reported the highest incidence of rapes in 2016. Of all the rape incidences in the country, 12.5 percent (4,882 cases) were reported from Madhya Pradesh.
