A panel headed by Union Home Secretary Rajiv Gauba, which deliberated on measures to check incidents of lynching, submitted its report to a group of ministers headed by Home Minister Rajnath Singh.

From May-June, more than 20 people were lynched based on fake posts or rumours floating on various social media platforms.

The panel deliberated on such incidents and is learnt to have come to the conclusion that social media platforms also needed to act in a “time bound” manner.

Observing that “dissent is the safety valve of democracy… if it is not allowed, the pressure cooker will burst”, the Supreme Court Wednesday, 29 August, issued notice to the Maharashtra government and directed that five rights activists and lawyers arrested by Pune Police be placed under house arrest until the matter is heard next on 6 September.

Probing an alleged Maoist link to a meeting of the Elgaar Parishad in Pune on the eve of the 1 January violence in Bhima Koregaon, Pune Police on Tuesday searched homes of nine rights activists and lawyers and arrested five: Varavara Rao in Hyderabad; Vernon Gonsalves and Arun Ferreira in Mumbai; Sudha Bharadwaj in Faridabad; and, Gautam Navlakha in New Delhi.

Rao, Gonsalves and Ferreira were taken to Pune while Navlakha and Bharadwaj were awaiting word from the high courts on petitions moved on their behalf.

Finance Minister Arun Jaitley on Wednesday, 29 August, claimed the National Democratic Alliance (NDA) government negotiated hard to keep the price of Rafale jets down by at least 20 percent per aircraft in its 2016 deal, as compared with the United Progressive Alliance’s (UPA) deal of 2007.

Jaitley said in an interview to news agency ANI that these aircraft were coming to India “fully loaded” and the deal was between the two governments, without anyone in between.

“Can you compare a basic aircraft’s pricing with a loaded aircraft? Can you compare a simple aircraft with a weaponised aircraft,” Jaitley asked.

Advocates of free speech decided to stand up and be counted on Wednesday as "urban Naxals" became the day's badge of honour, drawing out not just the usual suspects but new voices too against the coordinated crackdown on activists across five cities.

It was also thanks partly to a #MeToo campaign that was further fuelled by a crowd-sourcing effort to identify those speaking out against Tuesday's raids and arrests that pro-government media had celebrated as an offensive on "urban Naxals".

Between the two opposing streams, #MeTooUrbanNaxal trended all day on Twitter.

9. India Not Guaranteed US Sanctions Waiver for Russian Missiles, Says Pentagon Official

The United States cannot guarantee that it will provide India a waiver from sanctions if it purchases major weapon and defence systems from Russia, a top Pentagon official said on Wednesday, ahead of a high-level dialogue between Washington and New Delhi.

The United States has imposed sweeping sanctions on Russia, under which any country engaged with its defence and intelligence sectors could face secondary US sanctions. However, a new defence bill gives the president the authority to grant waivers in case of national security interests.

Randall Schriver, the Pentagon’s top Asia official, said there was an “impression that we are going to completely protect the India relationship, insulate India from any fallout from this legislation no matter what they do”. Media reports from the region have suggested that India would get a waiver.
