1. CBI Put It in Writing: ‘Inform Us Discreetly… Detention of (Vijay Mallya) Is Not Required’
The Central Bureau of Investigation (CBI) last week explained, according to a news agency, that the downgrade of the Look Out Circular (LOC) for Vijay Mallya — from his detention to merely being informed about his entry/exit — was an “error of judgment.”
But confidential correspondence accessed by The Indian Express shows that the agency, in writing, argued to the Mumbai Police that its first LOC was, in fact, an error.
It put on record that Mallya’s detention was “not required.”
In its first LOC dated October 16, 2015, the CBI filled out the LOC form checking the box “prevent subject from leaving India.”

2. CM Parrikar Unwell, Oppn Cong Stakes Claim to Form Govt in Goa
With Chief Minister Manohar Parrikar hospitalised, Goa's main opposition Congress party submitted a memorandum to Governor Mridula Sinha Monday, staking claim to form an alternate government.

3. Soldier Killed by Militants in Kashmir Was Home to Mourn Son’s Death
A 45-year-old army man, who was home to mourn the death of his teenage son, was killed by suspected militants in Jammu and Kashmir’s Kulgam district on Monday.
Police said that a group of militants barged into the house of Mukhtar Ahmad Malik, of the Territorial Army, in Kashmir’s Shurat Kulgam and opened fire.
“Malik was at home... He was shot in his head and died before reaching the hospital,” said a police officer.

4. Merger of BoB, Vijaya & Dena Banks Proposed
The Centre on Monday proposed the amalgamation of state-owned Bank of Baroda, Dena Bank and Vijaya Bank to create India’s third-largest bank.
The decision was taken at the meeting of a ministerial panel, headed by Finance Minister Arun Jaitley, which oversees merger proposals of state-owned banks.
The other members of the panel include Railways Minister Piyush Goyal and Defence Minister Nirmala Sitharaman.

5. RSS Does Not Wield Govt’s Remote Control: Mohan Bhagwat
Opposition parties skipped an outreach effort by the Rashtriya Swayamsevak Sangh (RSS), the ideological parent of the Bharatiya Janata Party (BJP) on Monday, during which the organisation denied that it wielded the government’s “remote control”, and sought to establish that it did play a role in India’s freedom movement.
RSS is a “democratic organisation” that does not aspire for “domination”, the organisation’s head Mohan Bhagwat said on Monday on Day 1 of a three-day lecture series, called Bharat of Future: An RSS Perspective, by him, a first-of-its-kind outreach by the organisation.

6. Rahul Gandhi Sounds Madhya Pradesh Poll Bugle
Congress president Rahul Gandhi on Monday said his party will not allow scam accused to flee the country, as liquor baron Vijay Mallya and diamantaire Nirav Modi did, while referring to Vyapam and e-tendering scams in Madhya Pradesh.
Gandhi said the Vyapam (Madhya Pradesh Professional Examination Board) scam had damaged the education system and employment. He said as many as 50 people linked to the scam have been killed.

7. How Fake Spy Case Set ISRO Back Many Years
Along with S Nambi Narayanan, another former Indian Space Research Organisation (ISRO) scientist D Sasikumar was also arrested in 1994 and then acquitted in 1998 in the ISRO spy case. Unlike Nambi Narayanan, Sasikumar is not looking to seek compensation for the false allegations against him.
But, he is willing to lay bare the truth behind the fake case before a committee set up by the Supreme Court to investigate the wrongful arrests in the case. The case, Sasikumar said Monday, not only sacrificed national interest but set the Indian space program back by decades.

8. BJP Worker Washes MP’s Feet, Drinks the Water; Both Defend Act
A BJP worker washed the feet of Nishikant Dubey, the party’s Lok Sabha MP from Godda, Jharkhand, and drank the water in Godda block Sunday, triggering a huge uproar on social media as a video of the incident was shared widely.
The incident took place when Dubey went to Kanhwara village to lay the foundation stone for a bridge.
Both the MP and the party worker who drank the water after washing his feet — Dubey called it charanamrit — have defended the action.

9. Air India Pilot Lands at US Airport Despite Multiple System Failure, Adverse Weather, Lack of Fuel
A 15-hour-long Air India flight from New Delhi to New York battled bad weather and multiple systems failure on 11 September before landing at Newark airport in New Jersey instead of John F Kennedy International airport, according to officials and reports that on Monday detailed tense moments following a rare combination of electronic malfunction.
According to NDTV, which first reported the news, the flight involved was AI-101, and had 370 people on board.
