On being asked by a city court as to why they had included sections 34 (common intention), 149 (unlawful assembly) and 109 (punishment of abetment if the act abetted is committed in consequence) of the Indian Penal Cold (IPC) to the charge sheet filed on 13 August against Delhi Chief Minister and 11 AAP MLAs, the Delhi police made specific submissions.

According to a Hindustan Times report, the police told Metropolitan magistrate Samar Vishal that CM Arvind Kejriwal, deputy CM Manish Sisodia and the MLAs had tried to pressure chief secretary Anshu Prakash “to act in a certain manner”, which led to him being cornered by 13 people.

According to the HT report, the police alleged that the 11 MLAs were called and in keeping with a preconceived ploy the CS was assaulted, threatened, abused and confined.

The police, however, did say that the AAP government in Delhi had been trying to bring the door-to-door ration card scheme for one and half months before the incident for which it held many meetings.

The 13 AAP leaders have been charged under 13 different sections of the IPC and the court has called the next hearing on 18 September. The court has also dismissed an application filed by AAP MLAs asking the court to restrain the Delhi police from leaking information to the media, reported Hindustan Times.
