In a possible first for the Congress, it slapped the National Security Act (NSA), a law used to detain suspects who are believed to threaten the country's security, on three people accused of illegal cow slaughter in the Khandwa region of Madhya Pradesh (MP) on Tuesday, 5 February.

While the Madhya Pradesh Congress under the lead of Chief Minister Kamal Nath claimed that it was done to “maintain peace in the communally sensitive area”, some have called the move “extreme”, while others have accused the party of mirroring BJP-like tactics in the state.

Speaking on whether the the MP Congress’ move to slap the NSA on the three accused of cow slaughter is like mirroring BJP, BloombergQuint spoke to Congress spokesperson Pallavi Sharma, Political analyst Amitabh Tiwari and Senior Bhopal-based journalist Chadrakant Naidu.

Responding to a question on the Congress mirroring the BJP’s tactic of using violence towards those suspected of cow slaughter, Congress spokesperson Pallavi Sharma claimed that under the former BJP government in the state – public law and order had deteriorated after incidents of cow slaughter and subsequent lynchings, had come to light.

Sharma’s claim was that the MP government, after the accused were presented in court, had decided that a preventive measure such as NSA, would help keep the law and order in the state in a check.

Tiwari, on the other hand, called this the Congress’ “soft Hindutva” measure.

“The Congress has realised that Hindus are majority and that you cant win elections by antagonising Hindus.”

“The cow is a sacred animal in Hinduism. So naturally, an incident of cow slaughter becomes a sensitive issue and could affect the law and order in the state, which is why the NSA has been imposed,” Tiwari added.

Agreeing with this, Chandrakant Naidu claimed that since there was indeed the threat of a law and order crisis in the state, the Congress-led MP government had to show that they were doing something.

“They wanted to appease the Hindus, as much as they have been accused of appeasing the Muslims,” Naidu told BloombergQuint.
