The Supreme Court is likely to hear on Monday, 29 October, a batch of pleas challenging the Allahabad High Court’s 2010 verdict by which the disputed land on the Ram Janmabhoomi-Babri Masjid area in Ayodhya was divided into three parts.

A bench of Chief Justice Ranjan Gogoi and justices Sanjay Kishan Kaul and KM Joseph would hear the appeals filed in the matter.

On 27 September, the apex court had declined to refer to a five-judge constitution bench the issue of reconsideration of the observations in its 1994 judgment that a mosque was not integral to Islam which had arisen during the hearing of the Ayodhya land dispute.

In a majority verdict of 2:1, a three-judge bench headed by then chief justice Dipak Misra had said the civil suit has to be decided on the basis of evidence and the previous verdict has no relevance to this issue.

Prime Minister Narendra Modi on Sunday, 28 October, said the partnership between India and Japan was fundamentally transformed and strengthened as a “special strategic and global partnership” as he and Prime Minister Shinzo Abe held informal talks at a resort near Mount Fuji before visiting a factory of an industrial robot manufacturer on the first day of their two-day summit.

Modi, who arrived in Japan on Saturday, 27 October, evening to attend the 13th India-Japan annual summit, later rode an express train to travel to Tokyo with Abe as the leaders spent eight hours together.

Abe and Modi will hold a more formal summit in Tokyo on Monday, 29 October, during which strengthening bilateral security and economic cooperation is expected to be high on the agenda.

3. CBI to Hand Over Docs & Files as CVC Probe Kicks Off Today

The Central Bureau of Investigation (CBI) will hand over to the Central Vigilance Commission (CVC) on Monday, 29 October, all files and documents required to inquire into allegations levelled against its director Alok Verma by his deputy Rakesh Asthana, officials familiar with the development said.

The CVC is likely to examine more than a dozen key CBI officials, including Verma, Asthana, joint directors Arun Kumar Sharma and A Sai Manohar, deputy inspector general Manish Sinha, superintendent of police Jagroop Gusinha, deputy superintendents of police Ajay Bassi and Devendra Kumar, and inspector Ashwini Gupta, the officials added.

4. J&K Cop Killed by Militants, Colleagues Say He Was Desperate to Meet Parents

A J&K Police sub-inspector was killed by militants in Pulwama district in south Kashmir on Sunday, 28 October. Identified as Imtiyaz Ahmad Mir, the police officer was abducted before being shot dead by militants at Wahibug.

Mir’s colleagues told PTI that he was desperate to meet his parents despite knowing that militants had laid a trap for him in his village. Mir had even shaved off his beard to change his appearance, a police officer said.

Posted in the CID department, Mir had been warned against venturing into his village as there was a possibility of an attack by militant groups, who have been targeting policemen in the state recently. “I had told him that he should not go as militants could attack. But he was desperate to see his parents who reside at Sontabugh in the interiors of Pulwama district,” recalled one of his supervising officers.

5. MP Polls: Rahul Gandhi to Start Campaign in BJP Bastion

Congress President Rahul Gandhi would arrive in Madhya Pradesh’s Malwa-Nimad region on Monday, 29 October, for two-day election campaign as the party hopes to make inroads into the ruling Bharatiya Janata Party (BJP)’s bastion for over a decade.

Six farmers were killed in police firing and lathi charge in the region on 6 June last year, during a farmers’ agitation for higher prices for their produce. The Congress hopes to make the most of the resentment and anger among the region’s farmers.

The region accounts for the state’s 66 out of the total 230 Assembly seats. They include 22 seats reserved for scheduled tribes (STs) and 9 for scheduled castes (SCs).

Two Congress leaders, who spoke on the condition of anonymity, said the Congress has a favourable situation in the region after the agitation but has to strive hard to convert the resentment in the region into votes.

6. Chhattisgarh BJP Leader Stabbed Several Times, Police Suspect Maoists

Ahead of the Assembly elections in Bastar on 12 November, senior state BJP leader Nandlal Mudiyami was attacked on Sunday, 28 October, night and is fighting for his life at the district hospital in Dantewada. The attackers have not been identified, but police suspect the attack was carried out by Maoists.

Dantewada SP Abhishek Pallava told The Indian Express that the attack took place at Mudiyami’s residence in Palnar village. “More will be ascertained after speaking to the villagers and the family in Palnar,” he said. Both the SP and District Collector Saurabh Kumar were at the district hospital on Sunday night.

Police sources said that when Mudiyami was having dinner, at least five assailants stormed in and attacked him with a “tangiya”(small axe) and stabbed him multiple times with knives. His family members, including his wife, were present at the spot, but were restrained by one of the assailants.

Bharatiya Janata Party (BJP) national president Amit Shah on Sunday, 28 October, expressed confidence that his party would return to power for a second term in 2019 elections by securing more than 50 percent of votes, irrespective of the number of opposition parties ganging up against it in the name of “Mahaghatbandhan” (grand alliance).

Addressing the concluding session of the BJYM national convention – Yuva Adhiveshan – at Secunderabad parade grounds, Shah said the so-called grand alliance was not going to make any impact on the BJP even if more and more parties join it.

“The reason is simple. They don’t have any other agenda except bringing down the Narendra Modi government, while the BJP is going to polls on the plank of development and building a strong and secure nation. While Modi called for Make In India, the Congress and its allies want breaking India. The people will obviously choose the BJP,” he said.

8. Siddaramaiah Warns BJP Against Operation Lotus 2.0, Says BJP in State of ‘Coma’

Former Karnataka Chief Minister Siddaramaiah on Sunday, 28 October, hit out at the BJP for predicting that the JDS-Congress government would fall and warned it against indulging in ‘Operation Lotus’ again, saying the saffron party was already in a state of “coma” due to its past deeds.

“Yeddyurappa (now state BJP chief) has once again made a statement that the government would fall. Already due to several rounds of operations, the lotus (BJP symbol) in Karnataka is in coma. Now once again don’t try your hands into the wrong adventure of Operation Lotus,” he said in a tweet.

The Congress leader asserted that the BJP would remain as an Opposition party in the state.

9. Now Zika Virus Detected in Gujarat, Officials Say Taking All Precautions

India’s Zika outbreak is spreading, with officials saying on Sunday, 28 October, that the mosquito-borne virus has been detected in Gujarat after nearly 144 cases were reported this year in neighbouring Rajasthan.

Health authorities in Gujarat said a woman tested positive for Zika and was treated at a state hospital in the capital Ahmedabad, the first confirmed case outside Rajasthan this year. “Only one case has been found so far. We are taking all precautions,” Gujarat commissioner of health Jayanti Ravi told AFP on Sunday.

The state health department has rallied hundreds of doctors and medical personnel to perform emergency screenings for Zika, including more than 250 pregnant women with fevers. Gujarat, which borders Rajasthan to the south, has been fumigating public areas in an effort to kill the mosquitos that carry the diseases.
