1. Respite in North Karnataka; Malnad, Coastal Districts Bear Rain Brunt

There were signs of relief in North Karnataka on Thursday after days of flooding as the water level in major rivers began to recede, thanks to a let-up in rain in Maharashtra. However, heavy rain continued to pound Malnad and coastal Karnataka, forcing many to move out of homes.

In all, nearly 44,000 people have been evacuated to safety. More than 90 people were moved from 13 villages in Kodagu district as water entered homes. National and state disaster response forces rescued people stranded in their homes. In Belagavi town, the basements of residential and commercial complexes were filled with waist-deep water, causing a power shutdown.

A girl, 10, was washed away in Nagaramunoli village of Chikkodi taluk in Belagavi when she tried to cross an overflowing duct.

Noted legal expert Shamnad Basheer was found dead on Thursday near Bababundangiri in Chikkamagaluru in central Karnataka. He was 43. Shamnad's colleague from the Increasing Diversity by Increasing Access to Legal Education (IDIA), an organisation Shamnad founded, confirmed the news of his demise.

Shamnad’s colleague told TNM that Shamnad normally travels to Bababundangiri, a hilly range, on silent retreats. Though he was supposed to return to Bengaluru on August 5, he remained incommunicado. On Wednesday, his colleagues started searching for him. On Thursday, they found his dead body inside his car.

His colleagues fear that he may have asphyxiated two days ago. A colleague told TNM that there were roadblocks due to landslides and Shamnad may have sat in the car waiting for help. The body could not be retrieved for many hours, and was taken out only after 7.45 pm on Thursday.

Bumper-to-bumper traffic, flooded streets, fallen branches blocking traffic: several parts of the city were affected by the brief spell of heavy rain on Thursday afternoon. According to the Indian Meteorological Department, the city received 21 mm rain from 8.30 a.m. to 5.30 p.m.

Though several parts of the State are flooded owing to incessant, heavy rainfall, Bengaluru has faced deficit rainfall this monsoon season. C.S. Patil from the IMD told The Hindu that Bengaluru had so far received just 130 mm of rains, as against the normal rainfall of 194 mm. The rainfall deficit for the city is 33%, he said.

After the delayed onset of the monsoon in June, Bengaluru is still to receive good rains. Data from the IMD showed that the mean total rainfall during these three months was 106.5 mm (June), 112.9 mm (July) and 147 mm (August).

On Thursday, three audio clips — involving conversations between an officer of the rank of additional director general of police (ADGP) and a power broker with links to the Congress high command — were leaked to the media by unidentified sources.

In the conversation, the officer is curious to know from the power broker if he had succeeded in convincing Congress leaders in New Delhi to appoint him as the Bengaluru City police commissioner.

A few media channels claimed that the voice in the audio belonged to IPS officer Bhaskar Rao when he served as the chief of Karnataka State Reserve Police during the Congress-JD(S) government. Though Rao was in the race for the police commissioner’s post, the government appointed his junior Alok Kumar.
