The online petition was created on 21 September by a person, who identified himself by the initials RG and it needed 1,00,000 signatures in 30 days to get a response from the Obama administration. The benchmark was reached in less than a week and the White House is expected to respond to it within stipulated 60 days.

According to the website, WHpetitions, that keeps track of unanswered petitions, so far 323 White House petitions have met their thresholds.

Supporters of the "We the People ask the Administration to declare Pakistan, State Sponsor of Terrorism" petition had set a goal of one million signatures. Given that the window to sign the petition was open till 21 October, there is a possibility that the White House could’ve decided to archive it already since it crossed the threshold by a great margin.
