Prime Minister Narendra Modi addressed the BRICS-BIMSTEC outreach summit and directly attacked Pakistan by saying:

There are vast opportunities for P2P and cultural exchanges between our countries. Exchanges in tourism, education and media are of great long-term benefit. Unfortunately one country in India’s neighbourhood embraces and radiates darkness of terrorism. Terrorism has become it’s favourite child.

After PM Modi’s address at the BIMSTEC outreach summit, the following leaders addressed the gathering:

  • Prime Minister of Nepal Kamal Nath Dahal
  • Prime Minister of Bangladesh, Sheikh Hasina
  • Prime Minster of Bhutan Tshering Tobgay
  • Foreign Minister of Myanmar Aung San Suu Kyi
  • President of Sri Lanka Maithripala Sirisena

Briefing the media after the BRICS countries adopted the Goa declaration with a vision of cooperation between BRICS, Modi said:

We agreed that those who nurture, shelter, support and sponsor forces of violence and terror are as much a threat to us as terrorists themselves.

He also welcomed the early enforcement of the Paris Climate Change agreement which India ratified on Mahatma Gandhi’s birth anniversary.

During the summit, the member nations agreed to establish BRICS Agri Research Platform, Railway Research Network, Sports Council, among other “youth-centric fora”.

Plenary Session

Pitching for early adoption of the draft Comprehensive Convention on International Terrorism, Prime Minister Narendra Modi, at the Plenary session of BRICS Summit in Goa, said:

Criminality should be only basis for punitive action against the individuals and organisations responsible for carrying out terrorist acts. In this respect we need to deepen the security cooperation between our National Security Advisors (NSAs).

PM Narendra Modi outlines his thoughts for positive direction and strong momentum of intra-BRICS engagement:

  1. The process of institution building in BRICS must continue to remain a focus area, enabling flexibility and freedom
  2. Transform the quantum and quality of trade and investment linkages among BRICS.
  3. Focus on key priorities of our economic transformations.
  4. Secure our societies. In the world we inhabit today, security and counter-terrorism coop'n are essential.
  5. Thriving people-to-people exchanges is the lifeblood of BRICS.

India Condemns ‘Mothership of Terrorism’: PM Modi

At the 8th BRICS summit being held in Goa, Prime Minister Modi obliquely referred to Pakistan as the ‘mothership’ of terrorism and said that terrorism is the most serious direct threat to economic prosperity.

Furthermore, he hinted that Pakistan not only nurtures terror but also harbours a mindset which India condemns. He urged BRICS countries to step up practical cooperation against terrorism.

Calls for Early Adoption of CCIT

Modi called on BRICS countries to work together for early adoption of a Comprehensive Convention on International Terrorism (CCIT) and step up practical cooperation against terrorism. The Prime Minister also spoke of critical challenges that confront the world and underlined the need for a clear roadmap to revive the global economy.

Our increasing inter-dependence means that our march towards economic prosperity cannot be separated from the emerging geo-political context. He also said that the "unhindered flow of skilled talent, ideas, technology, and capital across borders was imperative to kickstart the growth process".

Committed to Fight Climate Change

Prime Minister Modi also said that India has recently ratified the Paris Climate Agreement and remains committed to a harmonious balance between development and climate change.

Prime Minister Narendra Modi formally greeted and welcomed each of the summit leaders at the eight BRICS summit in Goa on Sunday.

Bilateral Talks With Sri Lanka

Earlier in the day, Prime Minister Narendra Modi held a bilateral meeting with Sri Lankan President Maithripala Sirisena ahead of the BRICS-Bimstec Outreach Summit.

As host of this year's BRICS (Brazil, Russia, India, China, South Africa) Summit, India, as is the practice, can invite neighbouring countries to join in for an outreach summit.Following last month's cross-border terror attack on an Indian Army camp at Uri in Jammu and Kashmir that claimed the lives of 20 Indian soldiers, India chose to invite countries belonging to the Bimstec grouping over those of Saarc.

After meeting the Sri Lankan President, PM Modi met his Bhutanese counterpart Tshering Tobgay and tweeted:
