In a landmark move, the Rajya Sabha passed the SC & ST (Prevention of Atrocities) Bill pretty peacefully. Deputy Chairman of the Rajya Sabha Sabha PJ Kurien appreciated the unanimous way the bill was discussed. This was among the other two bills which were passed unanimously by the Higher House within minutes.
The Scheduled Castes and the Scheduled Tribes (Prevention of
Atrocities) Amendment Bill, 2014 aims to prohibit the commission of offences
against members of the Scheduled Castes and Scheduled Tribes (SCs and STs) and
provides for establishing special courts for the trial of such offences and the
rehabilitation of victims.
Meanwhile, the Rajya Sabha decides to discuss Juvenile Justice Bill tomorrow as it was not listed for today.
Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad accuses Government of “brazen mischief to defame Opposition and divert attention from Jaitley issue by bringing the unlisted Juvenile Justice Bill in Rajya Sabha.”
Azad also said that the Congress will “support Juvenile Justice Bill in Upper House if it is brought tomorrow”.
DDCA-Jaitley issue gathered steam in the lok Sabha following which the Congress members walked out of the House protesting Jaitley’s remarks. Union minister of Parliamentary affairs Venkaiah Naidu shielded Jaitley.
Congress MP and former MoS for Civil Aviation KC Venugopal raised the DDCA issue, which Union Finance Minister Arun Jaitley stood up to clarify.
Jaitley Speaks Out
BJP MP Kirti Azad who conducted a press conference on Sunday over DDCA issue was next to speak.
The Congress demanded a parliamentary probe panel on alleged DDCA irregularities and the resignation of Finance Minister Arun Jaitley but he rejected the charges against him as “baseless”.
Dissatisfied over Jaitley’s reply in the Lok Sabha, Congress members walked out of the house.
Rajya Sabha remains adjourned till 2pm over the DDCA issue.
While the Rajya Sabha remains adjourned, the Lower House has seen gone about its business. The Insolvency and Bankruptcy Code Bill was introduced in the Lok Sabha.
The Insolvency and Bankruptcy Code, once enacted, will not only improve the ease of doing business in India, but will also ensure better debt recovery for creditors.
The Chairman of the Rajya Sabha Hamid Ansari adjourned the House till 12:30 pm after heavy protest by Congress members over the DDCA issue. However all the parties agreed to discuss the Juvenile Justice Bill in the House.
Union Finance Minister Arun Jaitley, who started his Parliament session with the Rajya Sabha is now seen seated in the Lok Sabha.
Vice Chairman of the Rajya Sabha PJ Kurien asks Congress members to refrain from displaying placards because this goes against the rule of the House. Union minister Venkaiah Naidu terms Congress’ show of protest as “cheap politicking”.
Amidst the growing crescendo demanding Jaitley’s resignation, MoS for Parliamentary Affairs Mukhtar Abbas Naqvi categorically said “No one will resign.”
He then went on to expunge all allegations against the Finance Minister.

Speaker Sumitra Mahajan adjourns the Lok Sabha after Opposition members caused an uproar by demanding the resignation of Union Finance Minister Arun Jaitley over the DDCA corruption issue.
The Juvenile Justice Act was being discussed in the Rajya Sabha, but was disrupted when Congress leader Ghulam Nabi Azad raked up DDCA issue. Vice Chairman of the House PJ Kurien asked him to stop since there was no prior permission taken from the House to level any charge against any leader (which is the rule).
Jaitley interjected saying that he is ready to have a discussion. Protest continued forcing the House to be adjourned for fifteen minutes.
With just three days left for the Winter Session of Parliament to conclude, the Centre is hopeful that a portion of the pending business will be completed. In an all-party meet on Friday, leaders had agreed to a truce to pass those bills on which there is a consensus.
