Addressing the Lok Sabha for the first time after the NDA got a massive mandate in the general elections, Prime Minister Narendra Modi on Tuesday, 25 June, brought up the Emergency that was imposed in 1975, saying, "On that night of 25 June, the country's soul was crushed."

Earlier in the day, in a departure from practice, Rajya Sabha proceedings were adjourned only for a part of the day till 2 pm as a mark of respect to sitting MP Madan Lal Saini, who died on Monday.

'Jai Shri Ram' to 'Inquilab Zindabad': Frenzied Slogans in LS as MPs Take Oath
A virtual slogan-shouting contest between the treasury and Opposition benches overshadowed the second round of oath taking by members in the 17th Lok Sabha on Tuesday, with some raising religious slogans like 'Jai Shri Ram' and 'Allahu Akbar' and one MP chanting 'Inquilab Zindabad'.
As the linguistic diversity was on full display, in a repeat of the opening day of the maiden session of the new Lok Sabha, Congress leader Sonia Gandhi and Samajwadi Party patron Mulayam Singh Yadav were among the top leaders who took the oath.
Over 200 MPs were administered the oath by pro-tem Speaker Virendra Kumar, a seven-term BJP MP. On Monday, 320 MPs took oath. Some members in the existing House strength of 542 who missed the ceremony will take the oath later.
As members kept engaging in raillery, the sloganeering went unabated when they ignored the Chair's direction to refrain from raising the slogans.
All India Majlis-e-Ittehadul Muslimeen (AIMIM) president Asaduddin Owaisi was greeted with slogans of 'Jai Shri Ram', 'Bharat Mata Ki Jai' and 'Vande Mataram' from the treasury benches when the Hyderabad MP moved to take his oath.
Cong, UPA Allies to Support Om Birla's Candidature as Lok Sabha Speaker
The Congress and other UPA allies have decided to support BJP candidate Om Birla for the post of Lok Sabha Speaker, party leader Adhir Ranjan Chowdhury said on Tuesday. He, however, but remained silent on the issue of Deputy Speaker.
Birla, a BJP MP from the Kota-Bundi seat in Rajasthan, is all set to be elected unopposed on Wednesday, when the motion seeking his election is moved in Lok Sabha.
Chowdhury said the Congress has already moved a motion supporting the ruling party candidate for the post of Speaker of Lok Sabha.
The decision was taken a meeting of the UPA allies in Parliament this evening, where the leaders also discussed the opposition strategy during the Parliament session.
The Congress and other opposition parties, have, however, not decided on the strategy for the post of Deputy Speaker of Lok Sabha and are adopting a "wait and watch" policy.

Om Birla, a two-time Member of Parliament from Kota constituency in Rajasthan, has been unanimously elected as Speaker of Lok Sabha.
The motion to choose Birla as the speaker was moved by Prime Minister Narendra Modi, who is also Leader of the House, and passed by a voice vote.
The motion was seconded by Defence Minister Rajnath Singh.
A similar motion was moved by Home Minister and BJP president Amit Shah, which was supported by Union minister Nitin Gadkari.

Chaudhary also expressed concern over very few Bills being referred to standing committees by the Lok Sabha and hoped for a reversal of the trend.
Chaudhary was on Tuesday, 18 June, named as leader of Congress in Lok Sabha by UPA chairperson and Congress Parliamentary Party chief Sonia Gandhi.

Under the National Livelihood Mission, over Rs 2 lakh crore has been given to 3 crore women in rural areas so far, the President said.
“To ensure equal rights for every sister and daughter in the country, eradication of malpractices like 'three divorces' and 'nikah-halala' is necessary. I would request all members to extend their support to these efforts to make the lives of our sisters and daughters more dignified and improved,” he added.
More Opportunities for Poorer Sections of Youth in Education, More Appointments: President Kovind
“The Government has provided 10 percent reservation for the poorer sections of the youth. This will give them more opportunities in the field of appointment and education,” President Kovind said.
He also added that under the Prime Minister's Mudra Yojana, about 19 crore loans have been given for self-employment, saying that the scheme will now be expanded to 30 crore people.
“A loan plan of up to Rs 50 lakh will also be introduced without guarantee for entrepreneurs,” the President said.
Efforts Underway to Set up 50,000 Startups in India By 2024: President Kovind
“Today, India is among the countries in the world that have most number of start-ups. We aim to set up 50,000 start-ups in the country by 2024,” President Kovind said.
“India was ranked 142nd in the 'Ease of Doing Business' ranking in 2014. In the last five years, we have come up to 65 ranks and we have reached 77th position. Now our goal is to be in the list of the top 50 countries in the world,” he added.
He also added that India is one of the fastest growing economies in the world and that it is now poised to become the world's 5th largest economy in terms of GDP.
Will Make Other Rivers as Clean as Ganga: President Kovind
Under the Namami Gange scheme, the government will further speed up the campaign to close down the dirty drains that enter river Ganga,, President Kovind said.
“It will be the endeavour of the Government to make other rivers like Cauvery, Periyar, Narmada, Yamuna, Mahanadi and Godavari as free from pollution as the Ganga,” President Kovind said.

“Today, the whole world stands with India on the issue of terrorism. The fact that UN has declared Masood Azhar — who was responsible for major terror attacks in the country — a terrorist, is great proof of this,” President Kovind said.

Fresh Bill on Triple Talaq to be Tabled in Lok Sabha Today
A fresh Bill to ban the practice of instant triple talaq will be introduced in the Lok Sabha on Friday, 21 June, news agency PTI reported.
The Muslim Women (Protection of Rights on Marriage) Bill, 2019, which has been listed in the Lok Sabha's agenda for Friday, will replace an ordinance issued in February by the previous BJP-led NDA government.
With the dissolution of the 16th Lok Sabha last month, the previous bill had lapsed as it was pending in the Rajya Sabha.
The new Bill is a copy of the ordinance in force.
Will Discuss with Parties How to Deal with Disruptions: LS Speaker
Making his intentions clear on dealing with disruptions, Lok Sabha Speaker Om Birla on Thursday said he will hold discussions with all parties to address the issue.
He also said that members should not hold placards and come to the well of the house.
"Members should not hold placards and come to the well of the house... Such actions have dealt a blow to Parliament's dignity. It should not be done. Triple Talaq Bill Tabled in Parliament
Amid an uproar in the House, Union Minister of Law and Justice Ravi Shankar Prasad tabled a fresh Bill on instant Triple Talaq in the Lok Sabha.
Introducing the Bill, Prasad said, "This is not a matter of religion, caste or community. It is a matter of a woman's dignity and integrity."
He further said, "The rights of Muslim women will be protected (through this law). It will ensure justice to and empowerment of women."
Shashi Tharoor, Asaduddin Owaisi and Others Oppose Triple Talaq Bill
The Triple Talaq Bill, tabled by Ravi Shankar Prasad in the Lok Sabha, was opposed by Congress MP Shashi Tharoor, who said, “We are not against the banning of the practice, but the contents of the Bill.”
Asaduddin Owaisi of the AIMIM took a dig at the BJP, saying it has so much affection for Muslim women but is opposed to rights of Hindu women to enter Sabarimala Temple in Kerala, according to PTI.
The Triple Talaq Bill violates constitutional rights as it stipulates three-year jail term for guilty Muslim men while non-Muslim men get only one year of jail term for a similar offence, Owaisi said.
NK Premchandran of the RSP also opposed the bill.
Any Bill Pending for Over 5 Years in Rajya Sabha Should Be Considered Lapsed: Venkaiah Naidu
Rajya Sabha Chairman and Vice President M Venkaiah Naidu on Friday, 21 June, suggested that any bill pending for more than five years in the Upper House should be considered lapsed.
He also called for a debate on the rule that provides for automatic lapsing of any bill passed by the Lok Sabha but pending in the Rajya Sabha with the dissolution of the lower house of Parliament.
Expressing concern over loss of time due to disruptions, he said the present "dysfunctional, disruptive environment must change" and further weakening of democratic structures cannot be allowed.
Naidu said as many as 22 bills, pending in the Rajya Sabha, had lapsed with the dissolution of the 16th Lok Sabha last month and another 33 bills have been pending consideration in the Upper House for years including three that have been pending for more than 20 years.
Triple Talaq Bill introduced in LS After Division of Votes
The bill to ban practice of instant Triple Talaq was on Friday, 21 June, introduced in the Lok Sabha after division of votes. As many as 186 members voted in favour of the Bill while 74 parliamentarians opposed it.
The voting was held through paper slips as the new MPs have not yet been allotted division numbers that would allow them to vote using polling machines.

Encephalitis Deaths: Opposition Parties Demand Centre's Urgent Intervention
The death of more than 130 children in Bihar's Muzaffarpur district due to encephalitis figured in the Rajya Sabha on Friday, 21 June, with opposition parties demanding that the government make an urgent intervention and pay compensation to families, PTI reported.
Viswam said the government has been calling the deaths an accident but "it should be called a murder".
Officially, 130 children have died but the number is as high as 180, he said, adding hospitals have no medicines and infrastructure to treat children suffering from encephalitis.
Rs 9,000 Crore Earmarked to Address Issue of Malnutrition
Over Rs 9,000 crore has been earmarked to address the issue of malnutrition in children, pregnant women and adolescent girls, the Lok Sabha was informed on Friday, 21 June.
Union minister for Women and Child Development Smriti Irani said the government had launched POSHAN Abhiyaan on 18 December 2017 for a three-year time frame commencing 2017 -18 with an overall budget of Rs 9,046 crore.
"To ensure a holistic approach, all 36 states and union territories and districts have been covered. The goals of POSHAN Abhiyaan are to achieve improvement in nutritional status of children from 0-6 years, adolescent girls, pregnant women and lactating mothers in a time-bound manner during three years with fixed targets," she said during the Question Hour.

Cutting across party lines, most Rajya Sabha members on Friday supported a private member's bill, which proposed to provide reservation to Other Backward Classes (OBC) in Lok Sabha and state Assemblies to ensure proportionate representation.
V Vijaysai Reddy of the YSR Congress party moved a private member's bill. The Constitution (Amendment) Bill, 2018 (insertion of new articles 330A and 332A) proposes to ensure a proportionate representation to OBC in representative bodies -- House of the People and the Legislative Assemblies of the State, PTI reported.

Amit Shah to Table His First Bill on J&K Quotas Today
Home Minister Amit Shah is to table the Bill on Jammu and Kashmir quotas in the Parliament today, his first after he was elected to the lower house from Gandhinagar in the general elections.
According to an NDTV report, the Bill provides for amendments in the Jammu and Kashmir Reservation Act, 2004 to provide reservation in state government jobs to the youth of the state from the economically weaker sections of the society, over religion or caste.

GST Council to Consider Reducing Tax on Electric Vehicles
The GST Council will consider reducing tax on electric vehicles, which are seen as more environment-friendly, and the matter is pending before it, Minister of State for Finance Anurag Thakur informed the Lok Sabha on Monday.
Thakur was replying to a question asked by BJP member Varun Gandhi during the Question Hour.
"The matter has been placed befor the GST Council and will be considered. As of now, it is pending before the council," he said.
Thakur said the number of tax filers has doubled under the GST, and it shows that people's trust in the new tax regime has increased.
He said the council has taken several decisions since the Goods and Services Tax, which has brought many indirect taxes levied by states and the Centre under one regime, was rolled out in 2017 to simplify the exercise and also to benefit traders, including MSME sector

Lengthy Elections Should Be Avoided: AIADMK
Speaking on the motion, S R Balasubramoniyan of the AIADMK suggested that elections which stretch too long should be avoided in the future, citing the example of the recently concluded general elections spread over seven phases across the country.
Referring to electronic voting machines (EVMs), he said, of late, there have a number of demonstrations by a political party that it can be tampered with on a booth level. Many advanced economies have paper ballot system. We must also go back to the paper ballot system, he said.
On the suggestion of holding Lok Sabha and state polls simultaneously, Balasubramoniyan said he does not know how feasible such a proposition is as reports so far suggest it is impractical.

RS Likely to Adjourn for Day Tomorrow After Obituary Reference of Saini
The Rajya Sabha is likely to be adjourned for the day on Tuesday after obituary reference as per conventions because a sitting member, BJP MP from Rajasthan Madan Lal Saini, died.
However, the floor leaders of various parties would meet Tuesday morning to decide whether the House will function to complete the debate on the motion of thanks to the President's address.
As per convention, the House is adjourned for the day after obituary references if any sitting member of the House dies during the session, the sources pointed out.
Saini, who was also the Rajasthan BJP president, died on 24 June, while undergoing treatment at AIIMS in Delhi. He was 75.

He also brought up the Triple Talaq Bill, which was tabled in the Lok Sabha a few days back, saying it should not be linked to religion.
"Congress missed opportunities with Uniform Civil Code and Shah Bano case. Today, again there is an opportunity. We have brought a Bill for women empowerment, please do not link it to religion.”
