32 Years Later, Amnesty India Launches Insaaf 84

Insaaf ‘84 was organized by Amnesty International India to call on the government to deliver justice & reparation for the survivors of the 1984 Sikh massacre. Prominent human rights activists, journalists, lawyers and political leaders attended the event with heated and emotional exchanges dominating the day long event.

Amnesty has drawn out a series of recommendations related to the 1984 riots that will be submitted to the Ministry of Home Affairs asking for effective investigations, remedy, legal and police reform.

With a change in government, we feel that the time is now right to give justice for 1984 another push.

Key Recommendations

1. Effective investigation

To ensure that the government formed SIT files charges against perpetrators wherever there is sufficient evidence. Free and fair investigation against those in positions of power. Witness protection programs in place for victims.

2. Reparation

Implement a reparation plan in accordance with the UN International Human Rights Law. Looking at reparation not just from economic loss of wealth but also lost opportunities.

3. Legal & Policy Reforms

Amnesty has demanded a robust law to prevent communal violence, including immediate rescue and relief as well as rehabilitation.

4. Role of the Police

Insulate police system from political pressure and investigate complaints about police misconduct.
